  Can it be set anywhere that only registered vendors can make an offer to a request?

  Currently the only way is registered users?

  It works this way by default, only users with a vendor profile can make offers. Please try registering as a regular users to test this, there should be “Only vendors can make offers” error if you try to make an offer.
