Good day.
I would like to find out from you if it would be at all possible for me to charge my vendors a monthly fee to list their business on my site and not work of commission.

Please try using the Paid Listings extension, there’s no recurring billing at the moment but you can sell listings packages. If you set the listing expiration then users will have to purchase another package to keep their business listings visible.
