  I set the number of paid ads in the package, but I can add a lot more. How to limit the number of paid ads to make it work? So far it looks like a bug.

  Please try registering as a new user to test this, then try to add a new listing. There should be the Select Package page step after the Add Details step. Once you select a package, the limit is set for the user account, and once the limit is exceeded user will have to purchase the package again. The free package can be selected only once (unless re-selecting free packages is allowed in HivePress/Settings/Listings section).
