  I’ve setup free and paid (known as premium package). how to setup upgrade or downgrade between packages?

  There’s no such feature at the moment, if user has an active listing package then the package page will be skipped (as a step in the listing submission process), this page appears only if the current package limit is exceeded, then user has to buy a new package.
