  User is able to sign up, post listing once.
  All process goes smoothly.
  But when user wants to list again it just reload the add details page.
  Nothing happens.

  But when user logout and login again to post listing then message display that your listing has been submitted.

  It seems like cache issue. Please try disabling caching plugins or purging cache.

  I have the same issue, however user has to sign out or close browser / clear cache after clicking submit. Then sign in again and attempt to post another list for the listing to be submitted.

  What may be causing this issue? Cache plug-ins? Like Lite Speed Cache?

  I have turned off all Lite Speed Cache settings and the website functions as intended.

  Yes, Litespeed caches pages for logged-in users by default so it may cause issues. Please consider keeping Litespeed, but adjusting its settings https://hivepress.io/blog/speed-up-a-directory-or-marketplace-website/
